It is interesting to note that the three blocks of SLQS/LQS, Guiding Principals and Learning Outcomes are placed in a horizontal manner - rather than vertical. Perhaps I am missing something, but it makes sense to me that the Learning Outcomes (if stated generally) are to ensure compliance/growth/improvement related to each of the standards. I appreciate and value the Guiding Principles, as they create an anchor document that directs/guides PD - but it is awkward for me to see the three blocks almost independent of each other. Perhaps, and in my mind, the Standards block is at the top, which flows into the Learning Outcomes, which flows further into Guiding Principles that outlines the how of PD or the commitment to PD. And as you can tell from the likely incoherence of my comments, I haven't fully formulated my idea...
