Assurance Framework – CASS Supports for Implementation
Details
Alberta Education’s assurance framework offers an opportunity to model CASS leadership excellence based on demonstrating to stakeholders and communities that the education system is meeting the needs of students.

From p.17 of Alberta Education Funding Manual for School Authorities 2020/21
CASS will support the implementation of the assurance framework based on the Board of Directors’ direction, member needs and requests. The outcome and intent of the work is to create assurance framework professional learning resources and opportunities to support the growth of school authority leaders based on the Superintendent Leadership Quality Standard (SLQS).
All learning opportunities will highlight the work of school authorities who have been involved with different stages of implementation. The learning opportunities will provide participants time to work on their own plans and processes to support assurance framework implementation.

Ahmad Jamal ElRafih
Jamal ElRafih came to Canada in 1976. He attended Crescent Heights High School as an ESL student. He received his Bsc in Applied Mathematics from the University of Calgary. He also received his Master of Education in Educational Leadership from the University of Calgary. He has been very fortunate to have been part of the success as well as the challenges Almadina faced from 1996. From the beginning, he was involved as an educational advisor to the founding members of Almadina. He was also the AISI coordinator, some of the projects. He worked on included Literacy Strategies for the ESL Learner, Inquiry Based learning Math and Science, also Improving Language Acquisition through Fine Arts. He became Vice Principal and then the Principal for the Almadina Ogden Campus in 2004. In 2019 Mr. ElRafih was selected to be the Superintendent of Schools.
Greg Luterbach is serving his 5th year as Superintendent with Rocky View Schools (RVS) based in Airdrie, AB. RVS has been part of the Assurance Pilot since before Greg joined RVS in 2016.
Greg served five years as Superintendent in BC prior to joining RVS in 2016. He has worked in K-12 education in Saskatchewan, BC and Alberta and in the private sector and post-secondary world as well.
Michael McMann is the Superintendent of Schools for the Fort Vermilion School Division. Among others, he has held the positions of teacher, school-based administrator, Assistant Superintendent and Superintendent over his 20+ years in the education field. Throughout his career, Mike has worked fervently to improve schools, including a significant focus on increasing educational opportunities for students. Michael is a Dare to Lead Facilitator under the leadership of Brene Brown.

Shauna Boyce joined the Administrative Team of Parkland School Division in June of 2016 when she took on the role of Associate Superintendent. She accepted the role of Deputy Superintendent in May 2017. The Board appointed Ms. Boyce Acting Superintendent effective June 1, 2018.
Shauna has served 23 of her 28 years in education with Parkland School Division and expanded her portfolio with a 4-year secondment with Alberta Education as the Examination Manager for Applied Mathematics 30. Her entire teaching and administrative career has been in a high school setting starting out as a Math, English, Chemistry and Alternate Programming teacher at Spruce Grove Composite High School. Ms. Boyce’s history with Memorial Composite High School in Stony Plain began as the Mathematics Department Head in 2002. She ventured into her administrative career in 2004 becoming Assistant Principal and moved into the role as Memorial’s Principal in 2008.
Scott Johnston joined the staff of Parkland School Division in 2003 and has made significant contributions serving in a variety of teaching roles and as an administrator in four school communities. In his most recent school post, Scott served as Principal of Tomahawk School (2010-2014).
He began the role of Associate Superintendent in April of 2014. Mr. Johnston oversees Divisional Strategic Planning and Implementation, Assessing and Reporting, Assurance and Accountability, Transportation Services and Educational and Information Technology for Parkland School Division.
Scott brings a rich and diverse background including leadership experiences with: Rocky View School Division, the University of Alberta North Central Learning Consortium, the University of Calgary and Canadian Department of Foreign Affairs and International Trade and Red Deer College Students’ Association. Mr. Johnston is a life-long learner. He completed his Masters of Arts in Leadership at Royal Roads University in 2013. Scott and his wife Kerri are proud parents of two sons, Hale and Nicholas who attend school in Parkland School Division.
Dr. Clint Moroziuk commenced his role as Superintendent of Greater St. Albert Catholic Schools on August 1, 2020. Clint brings over twenty-three years of experience in education, having served in a variety of teaching and leadership roles in two school jurisdictions.
Clint is a committed lifelong learner, holding a Doctorate of Education from the University of Calgary, a Master of Religious Education from Newman Theological College, a Master of Arts in Education from the University of Phoenix, and a Bachelor of Education degree from the University of Alberta.
Clint enjoys music and plays a variety of instruments. He recently wrote a song entitled “Arise!” to coincide with his division’s three-year faith theme – “Arise: Get up! Get going! Go with God!” He feels fortunate to be able to employ many of his passions, such as music, within the context of his work.
Clint enjoys making authentic connections with the students, staff, families, parishes, community partners, and Board of Trustees. He endeavours to approach each day seeking ways in which he can be of service to others.

Ron Eberts has been a member of the Senior Admin Team at Red Deer Public Schools since August of 2002. In that time he has been responsible for several portfolios, including Technology & Information Services; Learning Services; First Nations’, Métis, and Inuit Learning Services; Transportation; and Strategic Planning and Reporting.
Ron attended the University of Calgary for his Bachelor of Education, as well as his Master of Education in the area of Curriculum and Instruction (Specialization: Educational Technology and Instructional Design).
Outside of the office Ron can often be found running and swimming (and in the summer, biking too), as well as spending time with his family.
Nancy Petersen has been with Edmonton Public Schools for over 30 years and during this time has had the opportunity to hold a diverse range of roles and responsibilities – starting in the classroom and leading to her current position of Managing Director of Strategic Division Supports.

Shawn Haggarty is the Superintendent/CEO for Elk Island Catholic Schools. He is married and a father to two successful adult kids. He loves to travel and experience new cultures.
Shawn has been an educator for 34 years with the last eight years serving in the roles of Chief Superintendent, Deputy Superintendent and Assistant Superintendent of Human Resources with Elk Island Catholic School in Alberta.
As a pilot Assurance Board for the province, EICS has been on a six-year journey learning about Assurance and authentic engagement that informs their school system. Shawn is a strong advocate of Assurance and willing to share with others the EICS journey.
Currently serving as Assistant Superintendent, Educational Excellence, Elk Island Catholic Schools, Thérèse deChamplain-Good takes pride in serving for the benefit of student learning.
During her 32 years, primarily in Catholic education, Thérèse has taught at all grade levels. In 2000, she took her first vice-principal role which progressed to leadership at all levels of the system; Administrator, Consultant, Director, Senior Manager, Alberta Education and Executive Director, Edmonton Regional Learning Consortium.
A native of Legal, Alberta, Thérèse holds a Bachelor of Education in Secondary Education in French Immersion Schools and a Masters of Education in Educational Studies in Leadership, both from the University of Alberta.
Currently, Thérèse is responsible for system assurance, curriculum, assessment and instruction, leadership and teacher formation.
Jennifer Turner is the Superintendent / CEO for Fort McMurray Public Schools. She is married and a mother to three successful adult children.
Throughout her career, Jennifer has worked as a Special Educator, Registered Psychologist, Principal, Assistant Superintendent, and worked as a Clinical Supervisor and Instructor for students within an M.Ed in Applied School Psychology program prior to joining FMPSD one year ago.
Supporting continuous improvement and growth for all students and staff has been at the centre of her educational practice. Jennifer is a strong advocate for evidence-informed practices that support system improvement.
Annalee Nutter is the Assistant Superintendent of Education for Fort McMurray Public Schools. Annalee was raised in Saskatchewan, post-secondary trained in North Dakota, and received her Masters of Education from Prince Edward Island.
During her 29 years of teaching, Annalee has taught the majority of her time in Fort McMurray, moving in 2002 after teaching in La Loche, SK. for 10 years. Moving from classroom teacher, Learning Assistance Teacher, Coach in Understanding By Design, Vice Principal and then Principal, the highlight of her career so far, was opening a
brand new school in 2014.
Annalee believes that professional learning communities are necessary to build staff capacity and essential for student improvement. She is an advocate for First Nations, Metis
and Inuit students, ensuring they have what they need to be successful, including next month’s first Land Based Learning Camp.
